Hopkins Apartments

Olmsted Center for the Visually Impaired has been granted funding from the New York State Department of Housing and Community Renewal (DHCR) for its sixth apartment complex. This exciting news will aid Olmsted Center in continuing to provide affordable housing options to individuals with vision impairments and/or physical disabilities in Western New York.

Nelson Hopkins Apartments will be located in the Town of Lockport. The building will consist of 24 units (20 - 1 bedroom and 4 - 2 bedroom units). All units will be equipped with energy star rated appliances, light fixtures, daylight sensors and timers on outdoor lighting, efficient heating and air conditioning, low VOC compounds and other green certified products. The building will feature on-site laundry facilities, gazebo, play area, secure storage area, community room. Six units will be fully accessible for mobility impaired tenants. All units will have the necessary amenities for person with a vision impairment. The project qualifies for the Green Building Inititative.

Funding for this project will be provided by the NYS Housing Trust Fund Corporation, the federal Low Income Housing Credit Program and NYS Economic Development Program (DASNY). The tax credits will be syndicated by WNC & Associates and are expected to produce an equity contribution of $2,491,546. Total project cost is approximately $4.9 million.

The development team consists of Olmsted Center for the Visually Impaired, Savarino Construction Companies and Silvestri Architects. Upon completion, the project will be owned by EPO Hopkins Apartments, LLC, a to-be-formed corporation.

The gross rents (rent plus utilities) will range from $450-$540 per month and will be affordable to households with incomes at or below 60% of the median area income.
